5. darren gets up and runs away.
6. cops grab spencer and keep him in the corner.

^ I think Lenny Rivas comes from some people who were not in their right minds, and has been further speculated upon by people who weren't there and took the accounts at their word.
I put city in quotes around San Diego because there is no city to be found there, just a bunch of linked up suburbs and beach towns. It spreads across two large counties and is filled with undeveloped space.
As far as it being shitty, I guess that's just a personal opinion. Washington street park is dope as fuck though, and I respect everything about that place and the people who built it.
Also, I do know there are bad parts of that "city," so I'm not trying to claim Lenny is soft or anything. I really don't know the dude at all, and make no judgments on him in terms of that.
