didn't miss too much, although it just skimmed through it. apparently, this guy rapes woman on the street and some pedestrians beat him up and kick him while he's lying on the ground... all the adult scenes were cut out anyway

Seriously gipper, you don't have to explode on everyone that you find you have a slight disagreement with; coming out with "fuck you you fucking idiot" in your very first post on a subject just makes you look like a belligerent turd. Mooley also had a valid point about the reluctance of people to get involved with police matters in a society where the police is VERY frequently used as a tool of oppression and the lives of individuals (especially those of the "less important" members of society) are not highly valued by authorities.
The "Peng Yu effect was brought up here the last time a "hey, look at this crazy video from China" topic came up. I think that could go a long way to explaining the supposed lack of initiative from the people on the street here, which I feel is being exagerrated anyway. I mean, the guy did end up unconscious in the middle of the road in pretty short order, it's not like they just left him to do his business.
Also, consider the fact that Beijing (like most Chinese cities) is massively overpopulated. The atomization and depersonalized existence of living in a city that large (especially one with an authoritarian government) would be a big factor as well.
