It's a 'sizzle reel' that production companies make in the hopes they can sell the series to a tv network. It was probably shown around at some kind of conference like the 'Reel Screen Summit' which is where everyone goes with this stuff.
If there's a 45 minute version floating around, it's probably the attempted first episode.
I would've watched the show, but it's probably lucky for all the skaters involved that it didn't get picked up. The production company however wasted a lot of time and money on it.
And is it just me, or does the Boss look like an early Hunter S Thompson clone in that vid?

Theres definitely a full pilot for this show out there. There was talk about MTV turning their nose up at it like 4 years ago...but somehow I think they ran some other skateboard show with Jimmy Cao on it.
