Title: cutting part of a rail off, need help

i want to cut off part of a rail in my town. I want to cut off the whole lower rail. It is on a outdoor amphitheater at a public park. There are outlets if i need to use powertools, but i would rather use a handtool. Never really cut off kinks or anything before, got any tips?

Where are you going to land? If it's that small space to the left of the picture I'd find another rail dude.

thats just a close up on how the smaller rail is connected to the bigger rail. thats not acutally the rail i want to cut, just one i found on google

thanks! im just going to cut off the kink for now and then i can decide later if i should cut the second part off. going to use a sawzall too.

Definitely make sure to sand down the edges too so some poor kid walking up the stairs doesn't cut the shit out of their hand
