help with repainting skateboard

hi i was wondering if you guys think its better to sand off the paint from a graphic from a board or to just paint over the graphic. i want to repaint it. also any tips on removing griptape in an easy way? thank you

when i was a kid i used OFF bug repellent to take off whack graphics but i don't know if that still works?
as far as removing griptape use a hot ass blow dryer.  it will heat up the adhesive and makes it easier to take off.
