Yes, basically they never updated the 149 hanger from the stage 8 design until recently.  Hence the new marketing for the Stage 10 149 Mark II.  The 129s, and 139s have been this type of hanger since stage 9.  If you're talking about the hollow kingpin, and hollow axle Independents.............then yes, that's completely new.  Probably started due to Thunder having Thunder Hollow Lights, and Venture doing the V5.

i've been trying to ESP this to indy the last few years. Im a faithful indy rider... but ill admit when the shape of the truck was changed a bit on the stage 9's, i was pissed and skated my last pair of stage 8s till the bitter end
i still ride them but i am disgusted by all the gay pro colorways (like all the other companies) and new "technology"
oh and i have hated the bushings since the 9s started as well. Up until stage 9.. i never had any issues (except a few broken kingpins only with stage 7s oddly?)..but the bushings never bothered me. and i still think its funny when people complained about the weight of trucks... seriously, how weak can you be?

and in closing, i think "pro model trucks" for ANY company is gay as fuck
