cutting part of a rail off, need help

i want to cut off part of a rail in my town. I want to cut off the whole lower rail. It is on a outdoor amphitheater at a public park. There are outlets if i need to use powertools, but i would rather use a handtool. Never really cut off kinks or anything before, got any tips?
 Rail is similar to this but the bottom rail is longer than the top rail to its like a drop kink :

Where are you going to land? If it's that small space to the left of the picture I'd find another rail dude.

thats just a close up on how the smaller rail is connected to the bigger rail. thats not acutally the rail i want to cut, just one i found on google

Why the whole lower rail and not just the kink?

ok so regardless of where you're going to cut you have 2 options: hack saw or sawzall

hacksaw
pros: quiet, cheap
cons: you'll be there for hours. meaning if the cops roll up you're fucked.

sawzall
pros: quick & efficient. you'll be outta there in 10 mins tops.
cons: more money than a hacksaw. shits loud but by the time somebody gets around to calling the cops you'll be gone.

wear a mask or some shit in case there is cameras and also its more badass

if i were you i'd go with the sawzall especially if there are outlets near by. don't bring like your crew just you and maybe a lookout in case ya gotta cop a chase.

thanks! im just going to cut off the kink for now and then i can decide later if i should cut the second part off. going to use a sawzall too.

Definitely make sure to sand down the edges too so some poor kid walking up the stairs doesn't cut the shit out of their hand
