foam rubber surface on playgrounds

i found something that could be a world class spot on google maps.  i did an image search and I'm 90 percent sure its covered in that new fangled foam rubber surface that i've been seeing on a lot of playgrounds (i do big brother/big sister so ive been to quite a few recently). 

Does anyone know a subtle way to harden it and make it skateable?

yea but this spot might be worth it.  guess ill have to tell the lady friend i have a headache for the next few weeks to get some buildup going.
