Get the app "Skate Savant." Spot guide with over 300 Toronto spots, with bust/hood factor, location etc. Really helpful.

CBC, Courthouse by Nathan Phillips Square, and Ryerson Pond are pretty good bust-free spots off the top of my head.

It's a wonderland of skate spots depending on your ability to travel.

If the weather gets ya, the Skate Loft is in the evenings.
