A ton of companies got rid of using very short circumference treads, they would wear away within a few session but would make cool sounds if you powerslid with the treads still in tact. Wheels like spitfire F4's can bee seen with no treads now days (smooth riding surface)
Now, if you try to powerslide with thick, tire-like treads, they will definitely catch and stop you from sliding as well as the nobs would chunk away quickly from a sharper edge going against resistance (Concrete).
In skateboarding, the control of the wheel is adjusted by the cross sectional shape, width, size, and maybe most important durometer.
If it has a soft durameter, it will grip well, but wear quicker and vice versa if it is a hard durameter. (Generalizing, some wheels just suck.)
Basically, unless your're turning within an angle that doesn't cause the wheel to slip or slide (going straight pretty much) these do not serve much of a function that will better what is currently out there and most likely give you a harder time learning certain tricks.
