My friend can't make an account

Hello mods, my friend tried signing up last night but I told him to give it a day and try again. He still can't sign up and hes getting a message saying its disabled. Is this because the website got a make over and he has to wait longer to sign up or is there something wrong?

My friend had a similar issue where he was not receiving a confirmation email. He went through various email adresses but never managed to sign up and that started a year ago

Fixed it, registration was disabled, tested it out and it works fine.
