I'm guessing they use the skateboarder as a metaphor for the decay of Greece.

And that's a really weird pic indeed. Could be:

- backside 50-50 pop-out on the lowest curb, although both his wheels appear to be on that curb
- (pre-)backtail on the middle curb
- switch crooks gone wrong
