my guess would be pre 9/11 it was a common  thing (joel rifkin for example) and then after 9/11 once NYC shit on the 4th amendment, littered the streets with cops/cameras and treated everybody like terrorists it wasnt so common anymore

They talked about things of the past like when you could walk in the subway tunnels and smoke indoors and his mind probably jumped to killing prostitutes as a thing that happened a lot and people could get away with it. I took it as a mentioning/painting a scene as a sign of the times, not something he particularly enjoys or has partaken in.
