What brand sells cheap 95a wheels? couldn't find any. Mini logo had some 90a.

Bones ATF id say, I still use a set of DTF's(pretty sure its the same formula with a diff name now) in the winter sometimes
Oj's makes some as well
It's not totally necessary but keeps things rollin a bit smoother on those real cold days

Yee, the 99 f4's seem to stay mostly the same skate/feelwise, ive had SPF's that felt really quite weird once they're outside in -0 for a while. Frozen bushings are a standard part of the season, but if you keep your front truck wobble-loose you can still turn pretty well

warm up and stretch before you leave your place. this only works if you're skating near your home, but that's mostly what I do.

If it's below freezing then I layer up in whatever shirts/jackets I have are made out of synthetic materials designed to stay dry.  The layering helps if you start getting too hot.  Cotton materials are pretty shitty once you start getting sweaty because they'll be soaked and make you more likely to freeze your ass off.  Hat, gloves, extra socks also help.

A spot liberator is a necessity.  As much as I would like to add a snow shovel to the mix a broom is better since you can push snow, gravel, slush and just carry one thing around.  I modified a broom a little bit by replacing the original handle with with thick galvanised steel tubing and made it extra long so that it's got more reach for clearing out bowls/banks better...

I also hammered the end into an ice-scraper which is really useful for clearing things off (as well as shanking snowboarders who show up and try to build their stupid fucking jumps at your spot)...
