he hasn't been caught for the same reason banksy hasn't been caught:

he travels from town to town, writes a little bit here and there, and nothing comes of it. there are people in nyc, la and sf that have done 100's of thousands, if not millions more in damages than neckface. dude is small potatoes.
the thing with graffiti is that you can post his picture and say that's him all you want, but for the most part unless you're caught red handed there's very little that johnnie law can do. on top of that the cops aren't on here searching for graffiti writers, they're on graffiti forums or out on the streets victimising non-violent criminals because they're soft targets. police are gutless fucking scum and should die as such.

The skate industry is one big frat... Somehow Neckface pledged and got in, now people think his art's cool. If he was on the outs, no one would care. He's found his own nitch so I respect that--it's hard to do in art. But to me his work seems like something Beavis and Butthead would be drawing on desks and in their text books. But that'd be a whole lot cooler because it'd be peices of art drawing peices of art.

He shows the opposite... That anyone who's friends with Reynolds can pass off whatever as art. I don't "hate" on is work but it's not technically complicated, smart, or overly creative. You can't deny he rides on the backs of the industry bros he rubs shoulders with.
And the "art is subjective" bit gets old. If that was an absolute then everyone would be an artist and everybody's work would equally good/interesting/creative. Not true. There are some seriously cool artists in the skate industry doing really creative/interesting things. Neckface isn't one of them.

ahh, graffiti. the journey some take, many never venture into. it's like if alice hadn't taken that pill how would her life have been? would she have encountered all of the craze she did, or would things have just been smooth sailing before she fell into the rabbit hole.
a writer takes a chance when they find the rush of changing the visuals of real life. risks are gone after, the disregarded environment of a rundown building is turned into a playhouse for those with the drive inside of them.
its not something that can be explained. to those who hate on it, so be it. to those who know, so be it (with a smirk on my face).
graffiti affects your daily life greatly. insanity, scribbles galore, and much new appreciation for a realm outside of skateboarding. you meet many creative individuals just like in skateboarding.
some go on to utilize their talents in a positive way by producing their own work for others, some get caught up in the game and find themselves spending too much time in jail. others find it as a new outlet away from sitting at your homies house drinking 40s and smoking blunts for years on end, a way to kill the monotony of life and get your blood flowing.
you just might find yourself with a new passion for walking down train tracks and anxiously awaiting a train to come rolling through so you can hop on with your board in one hand and a vision in your mind. a vision to take that train to a new city while scouring the walls and views along the way.
as for neckface, he rose to the top of the popularity game quick. sure his work doesn't have much effort, but maybe thats why its so awesome? it's graffiti, a very crude form. if neckface was doing 10 color pieces he wouldn't be where he is now. his works just had mass appeal.
graffiti will enhance your skills when it comes to design, photography, videography, and maybe even video production. you find yourself seeking out a more unique approach to how things are done. it might even make you want to seek out more visual appealing skate spots if you are working on a film or shootinga a photo.
i can't hate on it. there are rules to the game, some follow them, others don't. just like skating, its all about the type of person you are.
the journey is the reward. have fun.

the thing with graffiti is that you can post his picture and say that's him all you want, but for the most part unless you're caught red handed there's very little that johnnie law can do. on top of that the cops aren't on here searching for graffiti writers, they're on graffiti forums or out on the streets victimising non-violent criminals because they're soft targets. police are gutless fucking scum and should die as such.
