A time machine based off of a black hole (even a little mini one) would destroy anything that passed through it. If a human went through one, there'd be a point where his head would be millions of miles away from his feet, and he'd be stretched out until he was just a floating drop of sub atomic particles.
There have been some fucking crazy experiments with quantum particles for a while though... time travel, teleportation, having one particle in two places at once, and all other sorts of silly shit that can only be done in that weird little universe.
One other quantum physics mindfuck: simply observing quantum particles in action can have an effect on them. Crazy shit.

There are men much smarter and much more credible than that fucking kook who've shown you can never go backwards in time under any possible circumstance.
It's common knowledge though that you can go forward in time, in a way... because the faster you go the slower time passes from your perspective. As you approach the speed of light time passes very slow for you. So from your perspective, to travel at near-light speed (never at the actual speed of light because it's impossible) for say, one year's time, would take thousands of years from the perspective of those on earth who're moving very slow, because time passes much faster for them.
In fact, this relativity can be measured with our satellites. Satellites in lower orbit orbit at extremely high speeds (easily upwards of 10 thousand miles per hour) and those with clocks that need to be synchronized with clocks on earth must account for this difference in the speed of time. The clocks on the satellites must be speed up slightly, or they would become synchronized with those on earth.
