help with diy barrier

we did this the other day



unfortunately it was raining off and on during the process of it all so it got pretty shitty. were going to go back and put another layer to fill it right to the top of the barrier. what would you recommend for smoothing out the transition at the top and bottom, and also getting a polished smooth look after the fact?

There is a product you can pour on hardened cement to make it more porous so you can pour new cement over top. Working in the rain is never a good idea.
