Cementing a Jersey barrier

My friends and I have taken the liberty of elevating a barrier and throwing rocks under it to keep it at a nice angle. Since I have no prior experiance in cemening stuff, what's the type of cement we should use? Should I make the transition first with dirt, rocks, or wood? My friend made a cement bump, but it came out rough as fuck, and that's the last thing I want to happen with this spot. I'de like it to be something legit, and something for future skaters to skate when other stuff goes bust...any help from you older guys is extremely appreciated!

get some quick-crete and a trowel.........the rest is self explainitory
