Skate shoes were made in America when I started skating. They were reasonably priced, too. By the time NAFTA passed, Vans was already outsourcing to China.
Even if we were able to cut tariffs from Japanese goods (and, in turn, abolish tariffs on our exports), do you think manufacturing would still return to the U.S. with the overturn of TPP? I guess skateboards could easily be made in the U.S. again and Jim Gray could dust off his old presses, but we still make shit products, like light trucks, that can't compete with Toyota (even with a 25% protectionist tariff).
As was mentioned, New Balance makes a very small percentage of their line in the U.S. Although they would be more prepared to survive if overseas imports are suddenly massively taxed, they would still lose money for a long time.
