How to edit downloaded clips?

If I wanted to make my own edit of someone like Andrew Allen or something would I just download all his stuff from YouTube, upload it to an editing program and cut it all myself? Or if anyone has any tips or advice would be helpful

Yes.  You could try windows movie maker or imovie to start.  You can get Imovie on your iphone, but that might be a hassle depending on what you have.  A lot of stuff can detect your format for you, otherwise it might take a while to start out.  Youtube and google are your friends here

If you have the DVDs, rip them to your computer so the quality is good. Downloading off the internet can lower the quality, depending on what it is in the first place. Your sound might be messed up because of the music as well.

Just use vaporwave music and cutaways to 90s Movies/TV with no context and you're on your way
