Walmart has the best boards and they come pre-built. You just have to put some water on it to activate the wood. Make sure to wipe it down after skating so it stays clean, too.

Thanks but what kinds of wheels give the greater security?
Soft or Hard?

Ana the standard size?
65mm or 70mm?

Just buy a complete in a skateshop. A cheap, pre-built board that is supposed to last, and good enough for beginners to find out what they like as they learn the basics. The wheel sizes you're looking at are pretty much longboard wheels.  If you're not interested in skateboarding and your brother is, give him the money or a gift card and let him buy according to his own taste.

You might want to have a look at this thread. These are the skateboards the forum posters ride.

As for safety, just know your limits and you'll be fine. There's no real danger in skating on your parents' driveway. Until your brother is in a position to try something fancy, it will take a while. Give him a helmet if it will make you rest easier.

When is he 18? Would you describe him as smooth or hairy? How fast can he run? Do you have any other siblings? Which one is your favorite? If you were in a situation like at the end of The Good Son (spoilers) and holding your brother and another sibling off a cliff by their arms, and you could only save one, would you let your brother fall to his death? Are your parents still alive? These all have to be answered as thoroughly as you can if we're going to be of any help.

I don't want to lose him by anythings. I love him more than anythings in my world and wish I love him in the Future.
When my father was in the last stage he asked me to take care of my Brother. And this is the word that I want to obey as I always disobey him.

But now I can feel the impacts of a father in a boy's Life. You make me emotional bro.

I just need a more stable board for him, Which kind of Wheels should be choose? Soft may give better Grip?

If he's single, tell him to hmu. If he's taken I suggest 54mm wheels.
