He's clearly had two or three glasses of chardonnay and he's standing around, swaying with a nice sized beer in hand, at an event surrounded by kids, who are all jumping and singing in unison. Dollin gets his Joe Biden on with the backside of one of the kids and then just lays down, disappearing from sight, drink in hand-- for a little siesta.
