My set up is thunder 147 highs with risers and 55mm wheels. I weigh about 200 lbs and skate my trucks pretty loose. I like the little extra space to prevent wheelbite but I still get it all the time. I’ve come to really enjoy a really high setup.

Recently tried risers with my thunders in the hope to get a bit more pop but I don’t think it was enough of an improvement to deal with the strange height.

A shorter or steeper tail will get you extra pop without raising the board.

i used to refuse putting on any risers (even on 58s) but can't ride without them, now. 52s with 1/8 on indy as well as ace.

Been running 1/8 risers with Ace 44s and 52mm spitfire formula four classics. Feels great and gives me a bit more pop as I ride mellow boards.

I see people with 1/8" pads with 52's on standard Independents..

Then there's the other extreme, the dude's with 56+'s on 1/4 - 3/4" pads ace/thunder's

Those same people happen to be dogshit every time.

- At what point/setup are risers used properly?

As with all things in skateboarding, it's personal preference my dude. I ride ace 44s and 54mm SML wheels. I have rode them with 1/8, 1/2 and no risers. Wheel bit will occur if you ride looser trucks and a regular size wheel (52-55) just wax the wheel wells and deal with it. Over time you will naturally know how far you can lean before wheel bite kicks in
