I've seen on a few classifieds some people have been scammed.  is there anyway we can suss out who is a scammer? or make the ads for those with reputable accounts?

Sure but how do we decide that? We can limit to only approved accounts can post (allowing newbies if vouched for), only pals can post new topics, or what other way would we determine this?

I like the vouched for accounts,  maybe if someone has bought from them or something to verify they aren’t going to scam someone.

I'm not sure if it'd work but every sub on reddit that's based around buying/selling has a reputation system type thing. The admin makes a thread and the seller lists their sold items and the buyer confirms it in that thread. Kinda like this.
