From the French National Archives Institute.
It’s obviously french speaking but the images speak for themselves.

In short, the kids are talking about freedom and sensation and this is the overall feel of the video.

Highlights :

  • the old man around 2 minutes telling how he was roller skating when he was young and how the kids are smearing the rollerblading culture now.
  • the concrete skatepark at the beginning has the worst concrete
  • around 3 minutes another (old) man telling he’d rather see the kids in a skatepark, then the kids say that pedestrians / non skateboarders are giving them a hard time, calling the police etc. The journalist then points out the lack of skateparks in Europe at the time
  • around the 5 minutes mark they are asked about their « American look, one guy replies he’s got a « Polynesian » shirt instead of a Hawaiian one haha

South west of France is our California
