Close encounters with creepy people

Some good 14 years ago I was climbing around at night with friends on basically the top of an open framed gazebo thing and some people sat under so we froze and just watched as they intravenously injected hard drugs. I was the only one visible if they were to look up, frozen laying face down right above them. A young woman took a hit and did the euphoric eyes and head rolling back move and totally made prolonged eye contact with me in the dark as my blood ran cold. She looked back down, went about her business and never said a word before they walked off in short time. I remember no other details of the experience
