Premiere Exports Look like Ass on Mobile

So, whenever I export something out of Premiere and upload it to either Instagram or YouTube, the video appears to have frame rate issues.

However, when I watch the same YouTube upload on an actual computer, it looks fine.

Any suggestions?

I use a DSLR and have tried ProRes and numerous other Media Encoder export presets.

Any custom export settings that might be optimal?

How are you transferring the clip from your computer to phone? It might be getting compressed.
