it's part of documenting skateboarding in the streets
again, i’m not talking about broll. i’m talking about when it’s done on film and all lofi with film burns and shit that is in every single edit anowadays.
a lot of people seem to be missing my question but i just can’t think of a better way to frame it

from the start, i'm under the impression that filmers had a taste for cinematography and all the "tricks" that comes with it (Super 8,etc.). these shots can help pacing clips when editing, having a structure / phases in your video, etc (like in the ishod part, it goes with the song ending)
i'll admit that there have been eras where some of this tricks have been used too much (mid/late 2000s with the film burns).
But cinematography (art in general i guess) is always torn between use of recent technologies and nostalgia of older technologies

I'm going to agree with @biaherl

It is such a simple editing technique and adds to the feel. There aren't many videos that have zero b-roll and even fewer that are good.

It is kind of like asking, when did we start putting music over video parts?

Art Bars was one of the videos where the b-roll hit me as "super cool." I feel this was peak Foundation for me.
