Too stupid to understand how to change avatar picture

I don’t get it, I’ve spent 3 weeks trying to understand how to upload a picture from a image hosting site onto here to customize my account. It doesn’t make any sense, I’m too stupid to understand this apparently. Where the hell do I go to get a .jpg url at for a image? Like please, no one fully walks it through, please tell me what websites you use to do this because I tried Imgur and it doesn’t work. I’ve never used a forum that needs a image hosting site to upload stuff, I don’t get why I can’t just upload directly from my photos. Maybe I’m too young for this cuz I’m only 22 and have absolutely no idea what I’m doing on this website.

Hi, you should be able to upload a photo from your photos. The options I see are

This same problem is happening to me on my laptop aswell - no option to upload new avatar and won’t let me add image to signature either

“Upload an avatar” does not show for me. iPhone nor PC

On PC, last option doesn't show. Any pic I try to link to doesn't work.
