does wd-40 work?
Sometimes, it's just crappy concrete/building materials, but if you guys keep working at it, it should eventually be grindable. If all else fails, get some angle iron.

What's that stuff they use on pool coping? Lacquer? That should work but I think you're suppose to put it on before waxing.
