Wallenburg was never about height but more so length. If you look at the stairs, it is only about 10 stairs tall.

That new asphalt at the top is going to be a lot softer and slower, especially in the summer. You'd probably lose a good amount of speed when you transition onto the newly paved portion.

i don't know about a considerable run up but you don't need a tremendous amount of space to hit that rail. 
it pretty low and the down slope will generate enough momentum to get you through the kinks.
