He wasn't intimidating people, he was looking over the painting and allowing limited viewing for a price, if they didn't want to see it, they didn't have to pay. Is the ticket booth at a movie theatre intimidating people into paying to see the movie?

Do I have to explain the difference between public walkways and private cinemas? And I don't see many ushers saying they are gonna destroy a film if you don't pay for it.

This guys capitalist venture in walking past a banksy, believing he has some territorial right to it, and then threatening destruction if you don't pay to look at - well, there is simply nothing positive about it - it simply shows this guy to be pretty much an asshole.

It is pretty funny though.
