I am in sales for a living and if I worked for NHS or Deluxe I would kindly refer you back to your distributor because I would assume you are not going to be a large enough account to take on direct.
If I were you I would set up a call with your rep from Eastern and ask why staple products are out of stock.
Alternatively, are there other distribution companies?
Being the new shop not run by an ex pro you are going to get very little love until you start selling some product.
Unless you make it into the top 50 the rep from Eastern probably will never visit you.
Don’t take it personally. Sales reps only focus on their top accounts because that is where the money is.
Try to find an alternative source for what you want to sell.

NHS will open to anyone. Deluxe is pretty easy too, as long as they deem you a "core" shop. Most direct accounts don't really require large orders. But they do offer discounts for bigger orders.
Eastern pretty much sucks on stock 90% of the time. Open up accounts with South Shore Distribution, AWH, and Ocean Ave. One of them is bound to have what you need.
Eastern reps hardly visit anyone. Clint is a good dude and was always down to help me out when I needed it.
