Yeah good call on Ronnie Bertino.

I dunno if he's really "underrated", cause I'm sure most people like him, but I've always felt like Joey Pepper seriously has one of the best styles, and doesn't get enough credit for it.

Also, going further into a gray area...I'd Mike V is underrated in the fact that he's now known as the 'old school' guy...the street plants and bonelesses..etc...but if you go back and comb his footage, he was doing a lot of modern street stuff back in the day that was ahead of it's time and still part of modern street ....

Jimmy Chung - not sure if he's underrated or whatever, but don't hear his name come up too much and his skating was and still is super inspiring. Great pop, smooth style, etc.

Bertino was sick during the first incarnation of Think! and Blind 2.0.  It seemed like he kind of blew it with the weird flat bar down the grass gap.  Pepper is rad, but he's been around for awhile and has a pro shoe on a very popular company.  He's rated accurately.

Don't know if he's a legend, but Jerry Fowler. Everyone forgets that he probably invented the nose-grind pop-out that Wenning is famous for.

Now, if you want to talk about certified legends who don't get appreciated for being a dick and pissing people off? Henry Sanchez is arguably one of the most influential street skaters of all time but is often left out of discussions when people talk about Gonz, Koston, Daewon, and Reynolds. The amount of tricks he was the first to do is absolutely ridiculous. He's still a legend and held in high-regard, but can get overlooked because he was only really relevant for 10 years, and for about 8 of the years was coasting.
