You are on point with everything except this part. The police have proven time and time again they are not equipped to handle mental health issues, and that tends to be the first line of defense in these situations. Nor are there even resources to really do anything meaningful. Sadly, every metropolitan in the US is filled with homeless people battling mental health issues and/or addiction, and the numbers are only growing. I see it in my city. I have it in my family.
