This seems like a tactful way of employing hostile architecture (bum spikes, skatestoppers, benches only made for leaning, etc.). It actually does look like they designed it so people wouldn't congregate there. I did a park redesign for my senior project in design school and a landscape architect I interviewed, in addition to other sources, said how important it is for any space just to have seating. This looks like it was designed with the intention of keeping people from spending time in it.
