Yeah, I think a lot of it has to do with not caring. Once you don't care if you come off weird or like an annoyance, it'll build the confidence you need. Good luck, dude!

get cheap flash-tripods and gaffa. seriously, especially with flashes i found out that half of the time i dont care to carry all the equipment all the time. then i watched a litte clip with matt price where he used gaffa and shoelaces to fix his flashes, and its just so much easier.

Spend some time in the rain yesterday. People seem to be less aware of cameras because they're distracted. I stalked this guy for a while until the right moment came:

Started raining really heavily and the cam isn't weather sealed, so I ended up looking for shelter under a roof with a couple of random people, managed to get this shot:
