The last frame of this post shows the angle I usually use to round off the outside edges of any wheels, with the wheel on a board.
I have since set up an old deck and trucks that I use exclusively for fixing wheels, mainly because the urethane goes all over the board, but also I took off the end of the destroyed hanger axle, to fit the wheel on so I can get in and reshape the inside too. Easy enough even just sitting another bearing under it all on a normal board, but this way, I always have it here ready to go.
The grinding disc is a masonry / mixed use disc which works well for doing wheels as well as taking down kingpins, or cleaning up hangers, baseplates, etc.
This is the old board setup I use (and when I made some Lil Beatdowns, turning what was 52 mm Classics into 43 mm 90s era tiny wheels, which are really fun to skate, but not really functional in the size of them:
