This is not an "ad" per se, this is to get into people's heads and I don't think it's meant to make people laugh. Probably the opposite.
There is pain in the photo but did any of you reactionaries consider that this is actually anti-war political SATIRE? A young audience is exposed to this and might think, understandably, "that is horrible" and as a result a skateboard "ad" might open some eyes and foster the next Vonnegut or Abbie Hoffman.
Has anyone who's upset by this ever looked at a Crass inlay or Dead Kennedy's album cover? However, Jello Biafra is seen as an ultra liberal crusader but the same kind of shit somehow makes Julien Stranger someone who thinks maimed kids is funny? Just look at the history of the graphics and ads, and notice all the anti-war, anti govt corruption, etc., messages incorporated into them. Look at some of that and you might "get" this.
Think about shit like this a little more, sometimes the real meaning is below the surface and I honestly believe that's the case here, whether it's poor taste or not it doesn't seem malicious, it forces people to confront evil shit instead of being ignorant to how fucked the world was, is, and will continue to be as long people are complacent and would prefer to not have to look at unpleasant images.
